Label a data plane with a project, so it serves that project's configuration from its next config update (fraser#8591).

Idempotent: labelling a data plane that already serves the project leaves the label alone and reports the same success. The project's keys admit on this data plane once its pull lands, not when this call returns, and neither the project nor any other data plane serving it is modified. No hostname, DNS record or certificate takes part. Labelling a data plane with a SECOND project needs that data plane to host more than one project gateway, and this refuses with FAILED_PRECONDITION naming the reason while it hosts a single one.
