EnsureDefaultProject

/admin/v1/customers/:customer_id/projects/default:ensure

EnsureDefaultProject creates the customer's reserved default project when it does not exist, seeded with the enabled providers, MCP servers and models, and returns it. An existing default project is returned unchanged, so an allow-list an operator emptied stays empty (fraser#7281). The Admin Console calls it in place of its own seed (fraser#10810). Idempotent and safe to call concurrently.
