GetModelLifecycles

Lifecycle verdicts (retired / deprecated / new / preview) for a batch of catalogue models, keyed by model id (fraser#10228).

The verdict is computed by catalogsync.LifecycleOfModel -- the function the catalog sync itself acts on -- so a consumer badges a model with the same answer the sync reached, rather than re-deriving it from metadata and drifting. Batch-by-id rather than a field on Model because the Admin Console lists models from its own ai_models query, not from this service: it already holds the ids and needs only the verdicts.

An id that matches no catalogue row is ABSENT from the response map, never present with a zero verdict: a zero verdict means "no lifecycle signal" and would render as a normal live model. Disabled models are included -- a retired model is usually disabled, and that is exactly the one to badge.
