GetModelUsage

/admin/v1/models/:model_id/usage

GetModelUsage lists the projects and API keys in the caller's organization that called a catalogue model inside a bounded window, and when each was last seen (fraser#10229). Organization-scoped, never platform-wide: a caller with no organization binding is denied, and a project-tier key sees only its own project.
