ListDataplaneProjects

List the labels a customer holds, which are the (data plane, project) pairs recording which projects each data plane serves (fraser#8587).

A label is the project itself selected on a data plane, so it has no lifecycle of its own and there is nothing here to create or name. Filter by dataplane_id for one data plane's own record, by project_id for the data planes serving one project, or by neither for the whole customer, which answers both directions in one request.

The answer comes from dataplane_projects rather than from the project gateway join, so a data plane that has never converged still reads as serving what it is labelled with: the question is which projects the management plane distributes to it, not which ones it has already pulled.
