ListDataplaneRollout

/admin/v1/customers/:customer_id/dataplanes:rollout

ListDataplaneRollout reads the rollout watermark per data plane and rolls it up to a fleet figure, which is the reading a platform admin watches a change land by.

It counts against the per-project revision #8587 mints and introduces no counter of its own. A data plane is current when every project labelled on it holds that project's current revision, so the fleet figure is a count of data planes rather than of projects.
