/admin/v1/customers/:customer_id/projects/:project_id/dataplanes

List the data planes serving a project, which is the project's serving view (fraser#9573).

The answer comes from the project labels a data plane carries (dataplane_projects, fraser#8587): a data plane serves the configuration of every project labeled on it, so the label set IS the set of data planes serving the project. The gateway a data plane hosts does not enter the question, which is why this read answers where ListProjectGatewayMembers does not.

Available on EVERY deployment shape. A data plane carries project labels on SaaS exactly as it does on Enterprise, so nothing here is gated on the deployment product — the Enterprise-only surface is several gateways serving one project, and this RPC names no gateway.

A project that no data plane serves answers an EMPTY list rather than an error. That state is normal: a project is created without infrastructure and stays unlabeled until a platform admin labels a data plane with it.

Responses carry identity and state only, never credential material.
