ListProjectsServedFrom resolves a set of data planes to the projects served from them, which is what a region-bound rule attaches to.

The rule attaches to the projects rather than to the data planes on purpose. A project is deliberately labelled on data planes in several regions, because that is the HA mechanism, so a control anchored to infrastructure would reach every region the project is served from. Each project here therefore reports the selected data planes serving it AND the ones outside the selection, so an operator sees which projects the selection does not contain.

Nothing verifies where a data plane runs. A region lives in the name an operator gave the data plane and in the address it reports, both of which are the operator's own strings, mirrored read-only.
