ListRetiringModels lists the catalogue models the caller's organization is actually using (called in the last 30 days) whose retirement_date is inside the requested window (fraser#10229). Computed server-side from the catalogue lifecycle verdict and the usage rollups. Organization-scoped, never platform-wide.
