Remove a project's label from a data plane, which clears that project's configuration there on its next update (fraser#8591).

Removing a label another data plane also carries costs the project nothing. Removing the last one takes the project's last endpoint away, so this RPC refuses that case with FAILED_PRECONDITION naming the project (fraser#9425): label another data plane with it first, or remove the label deliberately through the path that tells its owners. Removing a label the data plane does not carry is an idempotent no-op reporting removed=false.

Until the data plane's next pull lands it still holds the old configuration and the project's keys still admit there.
