CreateProvider

CreateProvider adds a new provider. It never changes an existing one: when a provider with this id already exists it returns ALREADY_EXISTS and writes nothing. Use UpsertProvider to edit a provider.

It is not idempotent. A client that retries after a lost response and gets ALREADY_EXISTS cannot tell its own first write from someone else's; it should read the provider with GetProvider and compare.

The provider is created disabled unless is_enabled is true. Enable a provider whose auth scheme needs a key only after SetProviderCredential: the data plane fetches the credential of every enabled provider. A successful create regenerates routes, as UpsertProvider does.
