DeleteProviderCredential removes the provider's stored platform credential. Afterwards has_credential is false, credential_suffix is empty, and the data plane stops sending the key. Idempotent: calling it for a provider with no credential succeeds and changes nothing.

Refuses with FAILED_PRECONDITION while the provider is enabled and its auth type needs a key; disable the provider first. aws (the data plane falls back to its IAM role) and none are exempt.
