ListProviders

/v1/customers/:customer_id/catalog/providers

ListProviders returns the registered AI providers in one response: the list is not paginated. Every page field (page_size, page_token, filter, order_by) is ignored, and next_page_token is always empty.

Naming customer_id makes this a tenant-path read: the caller is authorized at that customer and the response is redacted (see Provider.credential_suffix and Provider.metadata). The rows are the same global catalog either way.
