DeleteClient

DELETE 
/v1/customers/:customer_id/projects/:project_id/clients/:client_id

DeleteClient soft-deletes a client the caller owns. It returns FAILED_PRECONDITION while a key version of the client is still live (neither destroyed nor deleted): destroy the versions first. The delete and its DELETE_CLIENT audit record commit together.
