GetBlastRadius

/v1/customers/:customer_id/guardrails:blastRadius

GetBlastRadius counts what an apply reconverges, before the operator confirms it (tetrateio/fraser#9666). An organization-level apply names no project and reaches every one of them, so it is counted in projects and in data planes: every data plane labelled with any of those projects re-pulls at once.
