GetEffectiveStack

/v1/customers/:customer_id/projects/:project_id/guardrails:effectiveStack

GetEffectiveStack returns every rule a project is served under, at both levels, in one list (tetrateio/fraser#9666).

The two levels are not merged. A rule set at the organization and a rule set at the project that check the same thing at the same stage are two rules and the data plane evaluates both, so each is marked as duplicating the other rather than one of them being folded away.

A data plane's own network controls are absent from the answer. A data plane carries no guardrails, and what it does carry is mirrored read-only.
