TestRuleAgainstStack evaluates a candidate rule against a project's effective stack and returns what it would run into, without storing it and without sending any traffic (tetrateio/fraser#9666).

What it answers is where the rule lands: which checks on the stack it duplicates, whether its provider is one its scope may bind and is switched on, whether the patterns it names resolve, and whether a data plane would evaluate it at all. That turns a rollout into a countdown rather than leaving an operator to find out from a refused request.
