GetPermissionCatalog returns the seeded permission vocabulary grouped by domain, for the surfaces that render a permission picker.

The catalog grants nothing and is the same for every caller in a deployment, so it is authenticated but otherwise ungated -- matching the endpoint it replaces. It is sourced from authn.rbac_permission, which carries the atom, its domain and its scope set; the menu metadata and descriptions in fraser-auth's authored manifest do not reach the database and are not returned.
