CountProjectRequests counts one project's requests on each of several data planes, in one call and without reading a row. Requires request_logs_reader (admin implies it).

QueryRequestLogs answers this today with page_size 1, which costs a COUNT(*) plus a row the caller discards, and takes the project as every API key id the project has ever held. This takes the project itself and scopes through api_keys.project_id, so the caller sends no key ids and a key added mid-window is counted (fraser#10363).
