SetCatalogServerTools

SetCatalogServerTools saves the tools a catalog server offers, which the caller fetched from the server, or why that fetch failed. With tools, it replaces the list, stamps tools_fetched_at and clears tools_last_error. With only last_error, it keeps the tools and records the error. A server that does not exist is NOT_FOUND. Profiles pick from these tools; saving them changes no route, so it sends no data-plane event.
