TestMCPServerConnection

TestMCPServerConnection runs an MCP handshake (initialize, then tools/list) against a server the caller may attach in the project. It goes through the project's gateway (/mcp/s/<server_id>) when the project has one, else to the catalog URL. It sends the caller's stored OAuth token for an OAuth server, or upstream_token. An expired or missing OAuth token returns FAILED_PRECONDITION. Only a signed-in session acting for itself may call it. Internal: the Developer Console's Test connection button.
