GetUserMetric

/v1/customers/:customer_id/projects/:project_id/users/:user_id/metrics/:metric

GetUserMetric returns a metric for a single user. The user_id is forced to the authenticated caller: a caller can only read their own USER-layer metrics even within a project they share.
