CreateTrafficSplitPolicy

CreateTrafficSplitPolicy creates a new traffic-split policy scoped to a key, tag selector, or project (fraser#5447, item 4.2). A KEY policy is stored on the key's effective client, one per client: a second create returns ALREADY_EXISTS. The owner of a key can create its KEY policy without project_id (fraser#10611).
