/v1/policy/budget-policies/spend-history

GetBudgetSpendHistory returns monthly billable spend for a target, even before a budget policy exists. Like other budget reads, this is a tenant-wide budget_policies.read operation, not a project-scoped read. RBAC and policy_reader scope authorization follow the other budget reads. customer_id remains explicit so authorization resolves the tenant before the handler runs; API-key boundaries apply on either authorization path. Project-bound non-admin API keys cannot call this organization operation.
