UpdateRequestAttribute

UpdateRequestAttribute replaces a vocabulary entry's name, value type and allowed values. Removing an allowed value that a live rule compares against is permitted and does NOT break the rule structurally; it makes that condition stop matching, which is why fraser#8662 warns first.
