/v1/customers/:customer_id/projects/:project_id/policy/user-groups/:id

DeleteUserGroup deletes a user group. The group must be empty and unreferenced: a group that still has members, or that an active budget policy targets, is refused with FAILED_PRECONDITION, so callers remove the members (RemoveUserGroupMembers) and deactivate the policies first. Inactive budget policies targeting the group are deleted with it.
