UpsertProvider

UpsertProvider creates a provider or updates an existing one.

On update, a field left empty keeps its stored value, so {id, is_enabled} alone toggles availability. The slug rule, display_name and base_url are enforced only when this call creates the provider. metadata merges key by key, and remove_metadata_keys removes keys: see UpsertProviderRequest.

is_enabled is tri-state: omit it and the stored value is left alone (a provider an operator disabled stays disabled). A new provider defaults to disabled -- the data plane does not reconcile an AIServiceBackend or fetch credentials for it until it is both enabled and credentialed via SetProviderCredential.
