RemoveProjectProvider

DELETE 
/admin/v1/customers/:customer_id/projects/:project_id/providers/:provider_name

RemoveProjectProvider removes a provider from the project's allow-list. Fails FAILED_PRECONDITION while the project still has models from that provider: unassign them first. A project admin may call it for their own project.
