GetApiKeySettings

GET 
/v1/customers/:customer_id/projects/:project_id/api-keys/:api_key_id/settings

GetApiKeySettings returns the per-key settings of an API key the caller owns: the global fallback and the token rate limit. The settings belong to the key's client, so every key of the client shares them.

A key that does not exist, or that belongs to another user, returns NOT_FOUND.
