FullSyncWorkspace is the heavier "last resort" replay path: walks liaison_configurations directly rather than sibling events, so it can recover legacy unscoped events the drift sweep can't see. Worker calls this once on startup and every Nth drift sweep tick. Workspace and customer are resolved from the caller's auth claims.
