GetDataplaneUpgradeCredentials

GetDataplaneUpgradeCredentials returns the operator-submitted credentials for an upgrade event. MP decrypts server-side and returns plaintext over TLS — the worker (DP cluster) never has KEK access. Caller's workspace claim must match the event's workspace. Read-only — no state change until AckDataplaneUpgradeCredentials.
